Spill Prevention, Control & Countermeasure Plans
Spill Prevention, Control and Countermeasure (SPCC) Plans are one of the many tasks that must be satisfied by aboveground storage tank owners to maintain EPA compliance. These plans are required by Federal (not state) requirements to protect surface water from pollution due to petroleum or oil spills. Just like state regulations, secondary containment (usually a dike) is required around the tanks, but the SPCC regulations may also require:
-Transfer area secondary containment
-Training of facility personnel
-Inspections of facility
-Maintenance of records
-A plan written by an Engineer
